From Qualified Event Management/Organisation Firms For The Planning And Hosting Of The 2027 IOSCO/AMERC Meeting Published: August 13, 2026

Expression of interest

The Securities and Exchange Commission (SEC) Nigeria, hereby invites suitably qualified and experienced event management firms to submit Expressions of Interest (EOI) for the provision of comprehensive event management and coordination services for the 2027 International Organization of Securities Commissions (IOSCO) Africa/Middle East Regional Committee (AMERC) Meeting scheduled to be hosted in Lagos, Nigeria.

IOSCO is the global standard-setter for securities regulation and the principal international cooperative forum for securities regulators. AMERC is its regional grouping for Africa and the Middle East. The 2027 Meeting will convene senior representatives of securities regulators and relevant stakeholders from across the Africa and Middle East region.

Accordingly, the Commission seeks to engage a competent and experienced event management firm with the requisite capacity, expertise and resources to deliver a high-profile international conference in accordance with globally recognised standards.

1.0 SCOPE OF SERVICES

The successful firm will be expected to provide comprehensive event management and coordination services, including, but not limited to, the following:

  1. Event Planning and Coordination
    • Development of a detailed event management plan, implementation schedule and risk register;
    • Coordination of all event-related activities from inception to post event closeout;
    • Provision of a dedicated project management team and liaison personnel;
    • Active Coordination with the Commission and IOSCO/AMERC Secretariat at all stages.
  1. Venue and Event Logistics
    • Identification and/or coordination of suitable venues and meeting facilities;
    • Venue setup, branding, decoration and event styling;
    • Provision of appropriate conference rooms, breakout rooms, registration areas and hospitality facilities;
    • Seating arrangements and conference layout in accordance with the requirements of the meeting;
    • Management of venue logistics before, during and after the event.
  1. Audio-Visual and Technical Services
    • Provision and management of high-quality audio-visual equipment;
    • Public address and sound systems;
    • Screens, projectors, lighting and stage facilities;
    • Video conferencing and hybrid meeting facilities, where required;
    • Technical support throughout the event;
    • Photography, videography and appropriate event documentation.
  1. Guest Management and Hospitality
    • Registration and accreditation of delegates;
    • Delegate reception, concierge services, and on-site coordination;
    • Airport reception and related protocol arrangements, where applicable;
    • Transportation and movement of delegates, as may be required;
    • Hospitality and catering arrangements;
    • Support for VIP and protocol requirements.
  1. Event Branding and Communication
    • Development and production of event branding materials;
    • Signage, banners, backdrops, directional signs and other event collateral;
    • Design and production of delegate materials, badges, programmes and related items;
    • Branding of relevant event venues and designated locations;
    • Support for communication and stakeholder visibility.
  1. Protocol and Stakeholder Coordination
    • Coordination of protocol arrangements for senior government officials, regulators, international delegates and other dignitaries;
    • Liaison with relevant government and security agencies, where necessary;
    • Development of guest movement and protocol plans.
  1. Social and Networking Events
    • Planning and coordination of official receptions, networking events, and ancillary activities;
    • Full logistics for entertainment, catering, décor and related logistical arrangements.
  1. On-site Event Management
    • Deployment of adequate personnel throughout the duration of the event;
    • Real-time coordination and resolution of logistical and technical issues;
    • Provision of contingency arrangements to mitigate operational risks.
  1. Post-Event Services
    • Event breakdown and restoration of venues;
    • Submission of a comprehensive post-event report;
    • Provision of photographic/video documentation and other agreed deliverables;
    • Reconciliation of event-related services and deliverables.

2.0 ELIGIBILITY REQUIREMENTS

Interested firms should demonstrate:

  • Evidence of valid incorporation in Nigeria under the Companies and Allied Matters Act (CAMA);
  • Proven experience in organising and managing high-level international conferences, particularly events involving government institutions, regulators, international organisations or senior-level delegates;
  • Demonstrable experience in managing events of comparable scale and complexity;
  • Availability of suitably qualified and experienced personnel;
  • Adequate technical, logistical and operational capacity;
  • Evidence of current tax clearance for the preceding three (3) fiscal years, as required under the Public Procurement Act, 2007,
  • Evidence of successful execution of similar assignments within the last five (5) years;
  • Demonstrate technical, logistical and operational capacity, including in-house resources and/or established partnerships for audio-visual production, catering and ground transportation;
  • Ability to provide comprehensive event management services under a single coordinated arrangement; and
  • Evidence of adequate financial capacity to undertake an assignment of this scale, which may include a reference letter from a reputable financial institution;

3.0 CONTENT OF EXPRESSION OF INTEREST

Interested firms should submit an Expression of Interest containing, at a minimum, the following:

  1. Company profile and organisational structure;
  2. Certificate of Incorporation and other relevant statutory registration documents;
  3. Credentials and other details of relevant experience, including a list of similar events successfully organised;
  4. Evidence of previous engagements with government institutions, international organisations, regulatory bodies or comparable institutions, where applicable;
  5. Profiles/CVs of key personnel proposed for the assignment;
  6. Proposed approach and methodology for delivering the assignment;
  7. Proposed project management and implementation structure;
  8. Tax clearance certificates for the preceding three (3) fiscal years; and
  9. Details of the firm's technical and logistical capacity; and
  10. Any other information considered relevant to demonstrating the firm's suitability and capacity to undertake the assignment.

4.0 SHORTLISTING CRITERIA

Submitted EOIs will be evaluated and scored on the basis of the following criteria:

Firms that meet the minimum eligibility requirements and attain a satisfactory evaluation score will be shortlisted and subsequently invited to submit a detailed technical and financial proposal.

5.0 SUBMISSION OF EXPRESSION OF INTEREST

Interested and qualified firms are invited to submit their Expressions of Interest electronically to: IOSCOAMERCMEETING2027@sec.gov.ng not later than Friday, 21 August 2026.

The deadline for receipt of submissions is: 5:00 P.M. (WAT), Friday, 21 August 2026

6.0 GENERAL PROVISIONS

• This Invitation for EOI does not constitute a solicitation of offers, a request for proposals, or a commitment by the Commission to award a contract. It is a market engagement exercise to identify suitably qualified firms for subsequent consideration.

• The Commission reserves the right to cancel this process, reject any or all submissions, or decline to shortlist any firm, at any stage and without incurring any liability to the affected firms.

• The submission of an EOI does not create any contractual right or legitimate expectation of engagement, and no firm shall be entitled to reimbursement of any costs incurred in preparing or submitting its EOI.

• All submissions and information provided in response to this Invitation shall be treated as confidential and used solely for the purposes of evaluating eligibility and capability.

• Any firm found to have submitted false, misleading or materially inaccurate information shall be immediately disqualified and may be reported to the relevant authorities.

• Canvassing of or communication with Commission officials in relation to this process, whether directly or through intermediaries, will result in immediate and irrevocable disqualification of the firm concerned.

• This procurement process shall be conducted in accordance with the provisions of the Public Procurement Act, 2007 (as amended) and applicable Bureau of Public Procurement (BPP) guidelines.
