Invitation to Tender

1.0 INTRODUCTION
As part of efforts in leveraging Technology for the improvement of her business operations to enhance productivity and efficiency, the Securities and Exchange Commission, Nigeria hereby invites bids, in two parts (Technical & Financial), from competent, credible and qualified companies to carry out the job specified in the Invitation for Bids (IFB) documents:
2.0 SCOPE OF WORK
The supply of Lap top Computers to the Securities and Exchange Commission
Details and scope of the contract are contained in the Invitation to Tender (ITT) documents.
3.0 ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018;
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 31st December, 2018;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP.
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the (state name of the procuring entity) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – 2015, 2016, 2017;
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xii. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
xiii. Evidence of registration with Computer Professional Association of Nigeria (CPN)
xiv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC)  as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF BID DOCUMENT
Interested and competent ICT Companies wishing to carry out the above job should collect Tender document from the Secretary of the Commission’s Tenders Board, P&SS Department, Head Office, Sec Tower, Plot 272, Samuel Adesujo Ademulegun Street, Central Business District, Abuja, upon the payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira Only).
Payment should be made through the Commission‘s “Remita Link” as specified in the Securities And Exchange Commission, Nigeria website.
5.0 SUBMISSION OF BIDS
The Technical and Financial Bids will be submitted in two separate envelopes not later than 12:00 noon on Tuesday, 27th November, 2018 as follows:
A. The Technical Bid should be submitted in a sealed envelope clearly marked “Technical Bid” at the top left hand corner “and” indicating the project name.
B. The Financial Bid should be submitted in another sealed envelope clearly marked “Financial Bid” at the top left hand corner indicating the project name.
Both envelopes must be addressed to:

            Late submission shall be returned un-opened.
6.0 OPENING OF BIDS
The Technical Bids shall be opened by 12:00 noon on Tuesday, 27th November, 2018 in the SEC Head Office, Abuja.  All the Bidders, NGOs and the public are invited to the bid opening.

8.0      IMPORTANT NOTICE
i. Only successful pre-qualified bidders will have their Financial Bids opened at a later date. The date will be communicated to all prequalified bidders during the opening of the Technical Bid to ensure their attendance.
ii. Nothing in this advert shall be construed to constitute a commitment on the part of SEC as the Commission reserves the right to reject any bid(s) that do not meet the requirement or to annul the entire process at any time without any liability whatsoever.
